The Quality Assurance Agency in Higher Education (ASCAL), in accordance with the applicable legal framework and the European Standards and Guidelines for Quality Assurance in Higher Education, invites professionals from academic and scientific research fields to apply to become External Evaluation Experts. The role of the experts is essential in ensuring an objective, transparent, and evidence-based evaluation process, which directly contributes to the improvement of the quality of higher education institutions and study programmes in Albania.

External evaluation experts are part of professional committees that analyse and assess institutional performance, academic outcomes, research capacities, as well as the compliance of study programmes with national and international quality standards. Their engagement includes reviewing documentation, participating in site visits, communicating with institutional stakeholders, and preparing evaluation reports.

To ensure professionalism and integrity in the process, ASCAL aims to select experts with high academic qualifications, solid experience in their respective fields, and sufficient knowledge of quality assurance standards. This call aims to create a broader base of national and international experts capable of contributing to the further development of the higher education system in the country.

Basic criteria for selecting experts according to Decision of Council of Ministers No. 109/2017 are:

• The expert must hold at least a doctoral degree (DR / PhD) or an academic title, in accordance with the requirements of the respective field.
• Documented prior work experience in institutional evaluation and/or in the field of study programmes, within the context of external quality assurance in Albania and/or abroad.

Desirable criteria:

• At least 5 years of academic experience and employment as full-time academic staff in a higher education institution or a scientific research institute.
• Experience in quality assurance within the higher education institutions in which the expert has worked or is currently involved.
• Knowledge of evaluation processes within institutional accreditation and accreditation of study programmes, in Albania and/or abroad.
• International experience in teaching, scientific research, and quality assurance gained through university and postgraduate qualifications outside Albania.
• Knowledge of the labour market and employment perspectives in the relevant field.
• Academic proficiency in the English language and the ability to prepare academic materials in English.
